The Observatory: beach and lake concession tenders in Italy

This is the latest edition. Its permanent address is radarconcessioni.it/osservatorio/2026-10: the figures there will not change when the next edition comes out.

Italian law requires concessions on beaches and lakes to be awarded by public tender: Law 118/2022, as amended by Decree-Law 131/2024, gives municipalities until 30 June 2027 to launch the tenders. The Observatory counts the tenders our editorial team has recorded and checked across Italy: how many are open, in preparation or closed, and in which regions. The figures are aggregates, frozen at the date of each edition, and anyone may cite them with the source. BeachStake and Radar Concessioni are the same service; the Observatory is published under the Radar Concessioni name, which is the one to cite.

“Municipalities monitored” are those in our source register, whose official notice boards (the albo pretorio, where each municipality posts its acts) we attempt to read every night. A region with few tenders on record may genuinely have few tenders, or notice boards that are harder to read: the table also reflects our coverage.

How to cite these figures

According to the Radar Concessioni Observatory, 153 tenders for beach and lake state-property concessions in Italy (126 coastal, 27 lakeside) were on record as of 8 October 2026, across 140 municipalities: 20 open, 51 in preparation and 82 closed. Of the 874 coastal and lakeside municipalities monitored, 738 (84%) had no tender on record yet.

Method note

What we count. Tenders to award maritime state-property concessions (concessioni demaniali marittime) for tourism and leisure use (beach establishments, serviced beaches, kiosks on the sand) and the equivalent concessions on lakes, recorded and checked by our editorial team. Existing concessions are not counted. A tender is not a concession: a single tender may cover several concessions.

Sources. Every night we read the official notice boards and websites of 874 municipalities (674 coastal, 200 lakeside), the e-procurement platforms used by public bodies, the public notice platform of ANAC (Italy's anti-corruption authority), the Italian Official Gazette (5th special series), TED and regional tender portals. A tender is counted only after a member of our editorial team has checked it against the available sources: normally the public body's own act; for a few tenders whose act is not yet available, the news report that announced it.

Statuses. Open: the notice has been published and the deadline for bids has not yet passed. In preparation: the municipality has begun the process (policy resolution, beach management plan, award criteria) but has not yet published the notice; this is not a forecast, and some of these processes have been stalled for years. Closed: the deadline for bids has passed; this says nothing about the outcome. No tender on record: a monitored municipality where we have not checked any tender, which does not mean that none exists.

What is excluded. Ports and port areas, berths, buoys and mooring fields, state-owned buildings awaiting redevelopment, green areas, river concessions; tenders not yet checked.

Limitations. The figures rise when our editorial team checks a new tender, not when a notice is published, so they understate the market. Most of the catalogue was built in 2026: recent tenders are more likely to have been found than those from 2023–2024. Some notice boards cannot be read by our systems: 42 of 874 at the date of this edition.

Updates.Each edition is a snapshot at the stated date and is not revised after publication. Sources are checked every night, and new figures appear in the next edition. The full method is set out in How our editorial team works.
